Weird Donation Split?

I got an email re: the new Dem Senate candidate for Maine (replacing Platner) and I thought, there's a good cause. But then I saw not only is the request for a donation to be split evenly between Troy Jackson (Maine guy) and Nevada Dems, but the email (Act Blue) is made to look like it comes from the Nevada Dems. What the heck?

Is this an Act Blue thing and I just hadn't noticed before?
Yes, I am able to change the split and put the whole donation to Troy, but this is throwing me off like I imagine it would throw other people off.
