Please explain Mamdani's focus/statements on Netanyahu

Respectfully, why does anybody care what Mamdani says about Netanyahu - he's a mayor, not even a governor (much less a federal official)? Yesterday Mamdani conceded he doesn't have the power to order Netanyahu's arrest, but would anybody have thought that he did? Would anybody at a mayor level, even from such a big city as NYC, be so involved in something that could be labeled "foreign affairs"? Please note: I'm not asking about whether or not Netanyahu deserves to be arrested, I'm just asking about the mayoral part of this.
