How can I stop these empty voice messages?

A few months ago I started getting empty voice mails from area code 214, with different numbers after the area code. It happens several times a day.

My Android phone alerts me to the voice mail, but the phone never rings from these "calls." Never. So, the problem is that I can't mark the calls as spam or block the numbers because (I'm guessing) my phone doesn't understand that they were phone calls. They don't show up as missed calls or in the list of calls received. I have to erase these empty messages, and it's annoying.

My question is twofold: is there a way to block these numbers, and what is their point, leaving empty voice mails
