Restoring finish on a bathroom countertop

How do I figure out what my countertops are made of? I have these white countertops in the bathroom that look like normal ceramic, but keep getting their finish fucked up, no matter what I use to clean them. Clearly they are made of something fussy and weird but how do I figure out what? I didn't install them and neither did my landlord so we both don't know. (And bonus, how do I restore the finish?)

I realize as a renter this isn't technically/doesn't have to be my problem but I really kind of hate looking at it, and would like to at least stop making it worse!
