I planned ahead yet am still last minute

My 9 year old really wants to be Toph from Avatar the Last Airbender in Fire Nation disguise for Halloween. I bought a costume ALMOST TWO MONTHS AGO and just got a notification that it won't arrive until after Halloween. I need to come up with a Fire Nation Toph costume in a few days

My kid is 9 and I only have a few years left of trick or treating with him. He loves Halloween and has been really excited about this costume. I thought I planned ahead but keep getting hit with delays and I don't think the costume will arrive in time.

Here is the look. I can sew to hem or mend clothes but have next to no skill in garment making. I am willing to take the day off of work to do this. Tomorrow I will be in a suburban area with lots of strip mall stores and can pick up things there.

Can you please help me figure out a costume to replicate this as closely as possible
