auto shop keeps postponing major repair

Nearly four months ago my husband's car engine failed. We had it towed to a shop we have used before. A problem emerged; the replacement engine we sought was from Chrysler's years was Daimler, a German firm, which used many variations of that engine.

After an exhaustive search, we were able to find the engine model we needed, bought it, and had it delivered to the shop. But time passed, and we didn't hear from the shop owner. We have called several times asking why the delay. His latest excuse is that he is busy with a huge contract involving vehicles from our local university. Several times he has told us, "Next week," but it hasn't happened. What are our options at this point?
We made a $1500 downpayment on the repair four months ago.
