What would happen if the POTUS started shooting people in the streets?

Would a regular police officer be entitled to stop him using force? Or would it be necessary to wait for a court order, or a vote of the Congress or of the Supreme Court? How does law in the US actually work? Not a rhetorical question.

After years of watching US news/TV/movies involving law, it seemed obvious (to my non-US eyes) that law was a very important feature in American culture. And yet the past year shows that the POTUS can take any decision by himself, including an illegal one, and have it instantly applied, with no oversight whatsoever. When a judge objects, it's months later when harm is already done. I understand that the current president has the support of the Congress and SCOTUS, but I still don't get that there's no formal, automatic mechanism that can prevent this (like a mandatory delay or review or legal opinion). To go back to my question, many countries have a "duty to rescue" law, so any armed cop would have a legal obligation to stop a rogue POTUS from shooting people, but the US does not have this kind of law: so what would happen
