why don't my libby books show up in my kindle paperwhite library?

I have a seemingly-simple paperwhite question but i did google a bit and am in an incredibly bad mood b/c I don't feel good and b/c of health insurance (next question).
My old paperwhite had been sluggish when I did really anything on it including just tap to open a book that was already downloaded, etc. So maybe a month ago I bit the bullet and got the newest one. It's been very responsive and great etc.
However, after having had it in airplane mode for some time (maybe a couple of weeks), I connected it to wifi today so I could borrow more books from Libby and sync my Kindle for the books to appear.
I have 63 books checked out in my Libby account right now. All kindle-compatible, no EPUB. I have sent them all to my Kindle over the wifi and yes the phone and kindle are on the same network. I live in a small apartment. Connected Kindle to wifi, some appeared. Some I guess were queued so I had to tap on them to actually download them.
Some were only appearing in the Home screen but not the Library. If I tapped one, it said it was queued and after I tapped it opened/downloaded quickly. I then restarted the kindle.
I just restarted it for a 2nd time. The filters in my library are set to "library loans" and "downloaded". I just counted and only 49 books show up.
WHY? Why are all 63 not showing up?
I know it is very minor but it is making me very frustrated.
