What are they smokig in films and on TV? (seriously/literally)

I've heard that in movies now, and for many years, when characters are shown smoking, the cigarettes don't contain real tobacco (because, in the US Smoking Tobacco is officially acknowledged to be Harmful, and the Actors Union won't allow it). I believe I once heard it might be dried lettuce?! And how about when the characters are smoking reefers, or more harmful substances, like the meth in "Traffic."

Probably all added in during post with CGI for many years now, but maybe you know the real story
