Future bike commuter seeks outdoor weatherproof bike storage help

Hello! I would like to begin bike commuting from time to time this summer. I am planning to invest in a new bike that has all the bells and whistles you would need to get to work with all your stuff (it needs paniers). But I am stuck on the storage problem.
I live in a condo where the units don't have any exterior storage. It is one of those medium sized buildings where there's no shared interior space (your door is to the outside). I am on the second floor. The only shared exterior space is the lawns around the buildings.
That being said I have two outdoor parking spots that I own outside the building. Is there some kind of bike shed I could buy that would protect it from weather and also be locked? I have to inquire if I'm allowed to do that , but would definitely like suggestions of what types of products exist for that purpose. I might have to move it during the winter for snow clearing though.
My other idea was just keep it locked under the staircase and put some kind of bag over it, but I've tried that before and the bag always flies off in the wind and is a pain in the rear to get on and off.
Very curious to hear if there's some secret third solution that I haven't thought of. thank you in advance
