Water in the wheels go round and round

Through several days of heavy rain, my garbage bins have accumulated water in their wheel axles. Tipping the bins over to pour it out doesn't solve the problem. Can I rid the water?

Rainwater has somehow entered the part of the bins where the wheel axles go through the bin. That part is separated from the rest of the bin, so it's not like I can tip over the bin to pour the water.

The water is making the bins heavier to move and slushes about. How do I go about emptying them
