Compressed nitrogen disposal in Westchester County, NY

Hi all, I'm cleaning out my in-laws' basement and discovered four cans of compressed nitrogen from 1993, still under pressure according to the gauge at the top. I took them to the county's Household Material Recovery Facility but they refused to take them. Anyone have any suggestions on how to get rid of these things
