Why do companies ask if I've been employed by the government?

I've been applying for (private sector) jobs recently and have noticed a fair number of screening questionnaires include a question on whether or not I've been employed by the government or a government contractor in the last N (typically 5) years. These jobs don't involve any interaction with any governmental bodies. Why do companies ask this? Bonus question inside.

Bonus question: do I still answer yes if I worked for "the government" in a different country than the one in which the company is based
