What are the hoops on the light pole for?

The featured light pole in this video at imgur has 9 hoops clustered in 3 sets of three. One set at the bottom and the other two at/close to the top. What are they for?

The bottom ones would make decent places to lock a bike if the pole wasn't right on the corner but that wouldn't explain the top sets.
