LOGOFILTER: Not as cheap as Fiverr, not as pricey as 99 Designs

I need some low level design work done - like a one off header for a newsletter. For high level, 99 Designs was great. But at 299 to start...peppy. Fiverr I used for very cheap in the past (20 bucks) and had some success. But you also get serious translation issues and cut and paste jobs. Who's good in the design middle?
