How to add "ask a question" button to the site header for mobiles?

I have noticed that the ask a question button gets into the navigation menu for mobiles.

But, i want to the place the button on the site header (beside login button) for mobiles.

I want to add the ask icon to the header just before the login button for mobile themes.
