Silver and Blue Effect on Older Photographs

This is an old photograph. (It is of the person that Harvey Keitel played in Irishman.) I am curious as to how this coloring happened naturally at the time, and how people might simulate it digitally today – in that the palette is overwhelmingly and rather uniformly grayscale for the people and Christmas tree close to the camera, but the darker shadowed background seems to have strong elements of blue/steely gray in it.
