How can I notify a user within a question or comment?

When I'm writing a question, or an answer or comment, and I want to get the attention of another user on the site, how do I do this?

For example: I want user bob to be notified that I wrote a question bob can answer. I would like to put @bob in the question and have bob be sent an email or a notification that he should look at the question.

Is there a plugin or something already built in that makes that possible?
