Developing of UploadManager Plugin

https://github.com/q2apro/q2apro-uploadmanager is a good plugin that we can see list of images which are used in profile , question etc.

But if we can add a uploading options too than will be great.Because when I want use a picture in another pages or in tag-description than I have to "ask a question" page and I have to upload image there and take url of picture.

So if we can develop this plugin that would be good.Here is uploadmanager is maden by q2apro. screenshot.

I searched such a plugin but I couldnt find on q2a.If there is one you can write it, thanks.
