Is it possible to apply for a Russian visa while traveling abroad?

I'm an American citizen essentially living in China, though I'm on a tourist visa. I want to ride the trans-siberian railroad. Help! Snowflake details within. I should note I'm vey much willing to work with a travel agency or whatnot if you have a good one to recommend, but googling around I couldn't find anything conclusive. There are lots of shady websites in the visa space.

I guess now that I think of it there aren't that many snowflake details, except to say that since I'm abroad, being away from my passport is hard. I found conflicting reports online...there are Russian visa application centers in multiple major Chinese cities, but I'm told that they're only eligible if you are a resident in China, which I am not. Otherwise, people online made it seem like fedexing my passport to America, getting the visa done there, then fedexing it back is basically the only option.

I'm also curious if there are expedited options or whatnot. I mean, if there aren't, I understand, it just means I might not be able to take this trip until after I can go to America to apply for the visa there, which would be a bit of a downer.
