Following the arrest and subsequent charges against two SCDC officers involved in a substantial contraband seizure at the Broad River Correctional Institution on July 1st, an innovative cellphone tracking test was announced on Thursday.
Charges have been filed against Alexis Simone Tucker, aged 27 and hailing from Columbia, for the alleged offenses of trafficking methamphetamines weighing 400 grams or more, trafficking cocaine in excess of 200 grams, possessing marijuana with the intention to distribute, providing contraband to prisoners, engaging in misconduct in office, and participating in a drug conspiracy.
According to the investigation, Tucker transported several contraband packages discreetly concealed inside a work bag labeled with the SCDC logo.
Jorge L. Romero Navarro, a 46-year-old resident of Columbia, is facing charges of misconduct in office and drug conspiracy.
Navarro was detained in relation to Tucker as officials claimed that he deliberately ignored Tucker's smuggling of prohibited items into the correctional facility.
The SCDC has reported that the combined contraband confiscated consisted of 3,249 grams of marijuana, 1,485 grams of tobacco, 982 cigar wraps, 605 grams of methamphetamine, 217 grams of cocaine, 27 cellphones, chargers, game controllers, air pods, and several other illegal items.
SCDC Director Bryan Stirling emphasized the extensive surveillance system in place, with an abundance of cameras scattered throughout various locations. This vast network enables us to closely monitor and comprehend ongoing activities.
In a conversation with WIS, Stirling conveyed his disappointment upon discovering the involvement of his staff in criminal activities. Nevertheless, the recent interception on Saturday once again highlighted the significance of cell phone jammer in state prisons.
As per Stirling's analysis, the notion of signal jamming wifi has been a subject of deliberation at the national level for nearly twenty years. Its fundamental purpose is to impede cellular connectivity within correctional facilities, effectively deterring inmates from partaking in unlawful endeavors utilizing illicitly obtained mobile devices.
In spite of two decades of deliberation, the United States still prohibits the use of technology that hinders mobile calls.
In the meantime, we reached an agreement with the industry to allow for the deactivation of these phones. It is crucial to clarify that this is not a form of signal jamming and it will not instantly shut down the phone. Rather, its primary function is to aid us in identifying the phones, as explained by Stirling.
In a pioneering move, SCDC is gearing up to become the first correctional system to experiment with a fresh approach in locating cell phones used by prisoners this summer.
WIS was informed by Stirling that the test will utilize mobile device identification to track illegal calls originating from prisons.
Upon intercepting the mobile IDs, SCDC will be empowered to remotely disable the device by contacting the service provider.
Upon completion of our testing phase, we will approach the FCC to showcase the effectiveness of our product and seek their authorization. Subsequently, we will allocate the necessary resources to implement this solution in all our prisons. Should this endeavor yield positive results, we will then approach the legislature to advocate for its implementation on a broader scale.
Presently, it is known that cell phones have a market value of approximately $6,000 when sold in prisons.
With the intention of driving the price to unattainable heights, Stirling endeavors to shut down as many phones as possible.
According to Stirling's conclusion, the act of switching off cell phones could have a profound impact on reducing crime rates, both inside correctional facilities and in society at large. The illicit activities such as drug dealing, violence, and other related incidents would experience a significant decline. It is crucial to recognize that events occurring within prisons often have repercussions that extend beyond their walls.
The expected start or end time of the test cannot be revealed by the SCDC.
Tucker and Navarro were initially detained at the Alvin S. Glenn Detention Center, but they have since been released, as stated by officials.
