This 2007 NSA document, dubbed "Exploiting the Terrorist Use of Games and Virtual Environments" advised of the consequences of leaving online gaming networks unsupervised. The documents described the games as an "target-rich communications network" via which potential intelligence targets could "hide from view."
The NSA paper stated that extracting communications data of World of Warcraft , Second Life and Xbox Live would be necessary because players are able to communicate anonymously.
However, the report never says if any terrorist plots were stopped or if such organizations utilized the games and services to communicate in a meaningful manner as the agency suggested they might. Yet, this lack of information didn't stop the NSA and WoWHQ in launching their investigations. The WoWHQ earlier had launched an "vigorous effort " to collect information from games, which included "exploitation module" designed for Xbox Live and World of Warcraft , the documents show.
