Wins to Watch means that If the player's team win three matches out of the next eight domestic games (starting Sept. 30) the player will receive an additional one-time stat boost that is equivalent to an additional in-form. Thus, if Man City win 3/8 games, Haaland gets another +1 over and beyond the in-form updates he receives. (Lol 'if'.)

Nations to Watch means that anyone with an Ones to Watch card whose country is participating within this year's World Cup will receive a one-time form upgrade if their team wins a match during the tournament. Tough times for Erling on this particular front, according to reports due to Norway's lack of participation. ('Tough times for Erling' is not something we expect to write on many other occasions this year/decade/millennium.)

The best part is that Nations to Watch players don't even have to be selected for the national team to receive the upgrade, so even if Gabriel Jesus somehow doesn't make Brazil's team and his countrymen get victory in Qatar and win, the Arsenal hitman will still get an extra +1.

Also, it's worth mentioning this: Ones to Watch players do not receive upgrades based on other promo cards. Thus, if Tyler Adams gets some sort of wild 90+ card during April in an upcoming promotion called Factsmashers or something you're looking at, your OTW won't be upgraded to reflect the new promo.
