Is there a straightforward way to find out how much federal money went to a particular industry over a period of time?

I would like to know how much money the federal government gave to any given "clean technology" industry over the last decade or so. So pick any so-called clean tech (solar, wind, batteries) and then try to track down the level of subsidization in a given time frame. It seems to me that going back and finding each appropriations bill for a fiscal year, then identifying the Department of Energy line items would be a start, but only get top line, not industry-specific, numbers and those are just appropriations, not money out the door.

I suppose from there, you could look at award announcements or something. I'm slightly familiar with the System for Award Management, but am not sure if it is easily searchable/sortable. Maybe there are third parties tracking this info?

I know this could be slightly amorphous in that there is overlap between tech, multiple pools of money, different agencies outside of DOE that make awards. In addition to grants, I'd also be interested in loans. For instance, Dept. of Agriculture has their Rural Energy for America Program which consists of loans and grants. DOE has their loan office, too. And I'm interested in both R&D funding, as well as workforce development and manufacturing and deployment support.
