Repointing our brick foundation; what's the best option?

We're repointing the brick foundation of our 100+ year old home. We have two options from different contractors:

1. Grind out uneven mortar, refill it, then seal the whole wall, leaving the brickwork exposed.
2. Refill the gaps, cover the whole foundation with a coat of concrete, then paint and seal the whole wall.

What makes one option better than the other, other than up front cost?
