Questions about Customs Brokers

I own a small shop in Toronto and occasionally import things for my personal self and for resale. Every time, it's a crapshoot on whether I'll be charged and what I'll be charged. Today I paid $108 to import $180 frying pan and $54 to import a $90 pillow, both of which seem ridiculous to me. Last month I paid $40 to import $28 worth of magazines and same day paid $15 to import $2000 worth of magazines. It just feels like they charge whatever the F they want. Help?

So the bulk of items in my store, I buy locally. However, when I do import, I'd like to know in advance what I'll be expected to pay to determine whether bothering to do so will be profitable. Someone recommended a customs broker. I know nothing about finding one, evaluating if they're a good fit, or what or how they charge.

Any information is appreciated.

I have now been asked by a major European bag manufacturer to be their Toronto dealer. The initial order will be about C$6500. It will not be cost-effective for me to agree to this if I'm going to have to pay thousands more in customs fees and the fear of it is making me consider declining their offer even though I love the brand and it would be a major score for my shop.

How do I sort this stuff out?
