Easiest way to annotate PDFs

I belong to a writer's group where we critique each other's short stories. Before covid, I would print a hard copy and then scribble comments directly on the it. Now we no longer do hard copy. What's the fastest and easiest way for me to scribble comments on a pdf and email them? I've thought about printing out a copy, scribbling and then scanning but that's a hassle. I def don't want to type my comments in because the mousing takes time. Is a digital pen worthwhile? If so, what sort of tech do i need?
