Drilling Down on Police Data

The Portland Police Bureau produces a quarterly report called "Stops Data Collection" which tabulates the number of vehicle stops in each of the city's three precincts. But each precinct consists of dozens of smaller police districts. I assume information by district is combined to get precinct numbers. How can I find stops data for those districts, which more closely correspond geographically to Portland's 95 neighborhoods than the much larger precincts?
