oil changes for an older car

I have a 24 year old Toyota with 83,500 miles on it (no that's not a type), all city driving and a manual transmission. How often should I get the oil changed?

I drive less than 200 miles per month and have been getting oil changes every 3,000 miles. So that's about every 18 months. Too much? Not enough? Does it matter how long the oil has been in the car between complete changes? Do you go only by how many miles you've driven or the length of time it took you? Do you have any horror stories about Jiffy Lube, where I have been going for years? Any other suggestions?
