How can I stream media from my multiple hard drives?

I have multiple 2TB portable hard drives with various media on them. Is there a hardware solution that would let me stream this media from anywhere in the house?

Currently, I have around four 2TB portable hard drives that have various media on them separated by genre. I shift these hard drives around to different rooms depending on what we want to watch and where. I have a laptop, an Android phone, and TVs with Chromecasts. I don't have a permanently-on computer, and I do not have a particularly fast internet connection.]

It would be great to be able to browse and stream from this collection without having to physically move hard drives all the time. I was having a look at Plex, but it seems like I would need a computer permanently on with all these hard drives connected in order for that to work.

Is there a hardware solution that would let me stream this media from anywhere in the house? I have had a look at wireless hard drives, but most seem to be about 1TB in size. Is there something like a large desktop hard drive that I could plug a magic something into to make a wireless network to stream from?
